Victor Joseph Bertoglio was born in Hampstead, London, on 6 July 1911, the seventh son of Petre Ermengildo Bertoglio, a waiter originally from Milan, and his English wife Helena Isabel, née Brand. He was educated at St. Martin's School of Art, and married Edith E. Emery in Islington in the third quarter of 1935.
He was working as an illustrator by 1947. He illustrated books, contributed to children's annuals, including Eagle and Swift, and designed book jackets, including for Mary Stewart's 1964 gothic romance novel This Rough Magic. He died in Surrey the fourth quarter of 1974.
